I enclose herewith for favour of your comments a copy of a draft report on the work of the Advisory Committee which Las considered the future of Hong Kong University and other institutions offering higher educational facilities in Hong Kong and lialaya.

Unless any member of the Committee has any substantial alteration to suggest, or wishes to have another meeting, it is proposed to adopt the report in this form as a basis for the higher educational section of the general plans for the ter.itories on their liberation. The final plans including those relating to education will, of course, be subject to the approval of the Secretary of State..
